TOWARD AN INTEGRATED MANAGEMENT SYSTEM (Quality / Environment / Occupational Health & Safety)

1. QUALITY MANAGEMENT SYSTEM (QMS):

The Quality Management System includes all the activities through which the organization defines, implements, and reviews its quality policy and objectives according to its strategy.

Why implement a QMS?

The quality approach aims to improve the company’s operations and expertise. It guides strategy (organization and production) according to customer expectations and allows employees to work under better conditions.

The QMS encompasses people, activities, and various equipment within the company — all interdependent — to achieve the goal linked to final customer satisfaction.

The Annaba Port Company has committed to a Quality Approach by implementing a Quality Management System in accordance with the reference standard "ISO 9001/2008".

The different stages achieved in the quality process:

  • In March 2009, EPAN implemented its Quality Management System, which led in December 2011 to the certification of its activities. The certificate was issued by the certification body "MOODY INTERNATIONAL".
  • In December 2012 and January 2014, surveillance audits were scheduled.
  • In December 2014, EPAN carried out its first renewal audit with great success, recording no non-conformities with the reference standard (ISO 9001 Version 2008), and the two follow-up audits were conducted on schedule.

2. ENVIRONMENTAL MANAGEMENT SYSTEM (EMS):

Environmental management refers to the management methods of an organization (company, service, etc.) aimed at considering the environmental impact of its activities, assessing that impact, and reducing it. Environmental management is part of a sustainable development perspective.
The objectives set within such a system are:

  • Carry out an annual eco-assessment of the company's activities (main action of the EMS).
  • Prevent pollution: installing filters, in particular, to avoid air or water pollution.
  • Reduce energy consumption: this is also a way to protect the environment.
  • Reduce waste: toxic waste has harmful effects on the ecosystem.
  • Provide environmental education to employees.
  • Encourage stakeholders to adopt an environmental management system.
  • Obtain environmental certification in compliance with the applicable standard.

To implement the Environmental Management System (EMS) and integrate it with the existing Quality Management System (QMS) to establish an Integrated Management System (IMS: Q/E), EPAn followed the following steps:

First step:

A diagnosis according to the ISO 14001:2015 standard was carried out in February 2016 in two parts:

  • Environmental regulatory compliance audit.
  • Environmental diagnosis according to ISO 14001.

Following the diagnosis results, a detailed report was sent to EPAn in March 2016 reflecting the current situation, accompanied by a proposed intervention program for implementing the environmental system up to certification audit.

Second step:

A contract was signed with the Higher Institute of Management of Annaba (ISGA) for the implementation of the EMS and its integration with the new version of the QMS « ISO 9001/2015 ».

The certification audit of the Integrated System (Quality/Environment) was then carried out in October 2018, followed by system monitoring in 2019 and 2020.

As part of continuous improvement, EPAn's management strategy for 2021 aims to implement the third Management System — Occupational Health and Safety (OHSMS) — according to ISO 45001:2018, thereby achieving a fully integrated system encompassing Quality, Environment, and Health & Safety objectives.

OCCUPATIONAL HEALTH AND SAFETY MANAGEMENT SYSTEM (OHSMS)

This system aims to improve a company's performance in Occupational Health and Safety (OHS) by combining prevention policies, resources, and personnel in a continuous improvement approach, through hazard identification and risk assessment.

Risk Assessment:

It is an approach that consists of identifying hazards, measuring and ranking the risks to which employees are exposed, in order to implement corrective and preventive actions.
