TOWARD AN INTEGRATED MANAGEMENT SYSTEM (Quality / Environment /Health & Safety at work)

1. QUALITY MANAGEMENT SYSTEM (QMS):

The Quality Management System is the set of activities through which the organization defines, implements, and reviews its policy and quality objectives in line with its strategy.

Why implement a QMS?

The quality approach aims to improve the company’s operations and know-how. It guides the strategy (organization and production) according to customer expectations and enables employees to work under better conditions.

The QMS encompasses various actors, activities, and resources within the company, which are interdependent, to achieve the target related to customer satisfaction.

The Annaba's Port Company (EPAN) has committed to the Quality Approach by implementing a Quality Management System in compliance with the "ISO 9001/2008 Standard".

The various steps taken in the quality journey include:

  • In March 2009, EPAN implemented its Quality Management System, which led to certification of its activities in December 2011. The certificate was issued by the certifying body "MOODY INTERNATIONAL".
  • Surveillance audits were scheduled in December 2012 and January 2014.
  • In December 2014, EPAN successfully completed its first renewal audit with no discrepancies found against the standard (ISO 9001:2008), The two follow-up audits were carried out on schedule.

2. ENVIRONMENTAL MANAGEMENT SYSTEM:

Environmental management refers to the methods used by an entity (company, service, etc.) to take into account the environmental impact of its activities, assess this impact, and reducing it. Environmental management is part of a sustainable development perspective.
The objectives set within such a system are:

  • Conduct an annual environmental assessment of the company's activities (main action of the EMS).
  • Prevent pollution: the installation of filters, for example, to avoid air or water pollution.
  • Reduce energy consumption: this is also a way to protect the environment.
  • Reduce waste: toxic waste has harmful effects on the ecosystem.
  • Provide environmental education to employees.
  • Encourage stakeholders to adopt an environmental management system.
  • Obtain environmental certification in line with the applicable standard.

For the implementation of the EMS and its integration with the existing QMS to create an Integrated Management System (IMS/Q.E), the EPAn followed some steps:

First step:

A diagnostic according to the ISO 14001:2015 standard was conducted in February 2016 in two parts:

  • Environmental regulatory compliance audit.
  • Environmental diagnosis according to ISO 14001.

Based on the results of the diagnostic, a detailed report was sent to the EPAn in March 2016, reflecting the current situation, along with a proposal for an intervention program for the implementation of the environmental system up to the certification audit.

Second step:

A contract with the Higher Institute of Management of Annaba (ISGA) for the implementation of the EMS and its integration with the new version of the QMS «ISO 9001/2015».

The certification audit of the Integrated System (Quality/Environment) was carried out in October 2018, followed by system monitoring in 2019 and 2020.

As part of continuous improvement, the EPAn's strategy for the Management System in 2021 aims to implement and establish the third Health and Safety at Work Management System (OHSMS) according to the ISO 45001:2018 standard, and to have an integrated system encompassing the objectives of the three systems (Quality, Environment, and OHSMS).


HEALTH AND SAFETY AT WORK MANAGEMENT SYSTEM (OHSMS):

This system aims to improve a company's performance in terms of Health and Safety at Work (OHS) by combining prevention policies, resources, and human factors within a continuous improvement approach, through hazard identification and risk assessment.

Risk Assessment:

This is a process that involves identifying hazards, measuring and classifying the risks to which employees are exposed, with the aim of implementing corrective and preventive actions.
